What is California Title 24 Part 6?
Title 24 of the California Code of Regulations is the state's building standards. Part 6 is the Building Energy Efficiency Standards — what most people just call "Title 24." It governs how buildings in California use energy, and it's updated on a roughly three-year cycle. The current edition is the 2025 Energy Code, which took effect January 1, 2026, for all permits pulled on or after that date.
Title 24 Part 6 covers every aspect of a building's energy performance: envelope, HVAC, lighting, water heating, controls, renewables. Within the envelope chapter, fenestration — windows, glass doors, skylights — is one of the most consequential categories. Glass is the weakest thermal point in most building envelopes, and it's responsible for a disproportionate share of cooling load in California's mild-to-hot climates.
The 2025 update tightened several fenestration provisions, especially U-factor requirements for vertical fenestration in cooler and inland climate zones. For existing buildings, this means a growing number of retrofits trigger compliance. For new construction, it means glazing-heavy designs are harder to justify without performance modeling. In both cases, window film has become one of the most cost-effective compliance tools available.
The three compliance paths in plain language
Every Title 24 fenestration project follows one of three pathways. Knowing which one applies to your project is the first decision.
Path 1 — Mandatory measures (§110.6)
§110.6 sets the floor below which no project can go, regardless of building type, climate zone, or compliance pathway. It applies to all fenestration in all California buildings.
The key requirements:
Air infiltration: Manufactured fenestration cannot exceed 0.3 cfm/ft² of window area, tested per NFRC-400 or ASTM E283 at 75 Pa pressure differential. Doors have related but distinct caps.
NFRC ratings: U-factor must be rated per NFRC 100; SHGC per NFRC 200; visible transmittance per NFRC 200. If the product doesn't have NFRC ratings, the code allows default values from Tables 110.6-A and 110.6-B — but the defaults are conservative, so designers almost always prefer rated products.
Certification: Products must be certified to the CEC by the manufacturer or an approved independent certifying organization. NFRC is the dominant certifying body.
For window film specifically, §110.6 is satisfied when the film + glass system is NFRC-certified (NFRC 100, 200, 400 listings). Most major manufacturers — 3M, LLumar, Solar Gard, XPEL Vision, SunTek — maintain NFRC listings on representative film + glass combinations.
Path 2 — Prescriptive (§140.3 nonresidential, §150.1 low-rise residential)
The prescriptive path is a lookup table: find your climate zone and building type, read off the maximum SHGC, U-factor, and other thresholds, specify products that meet them.
For nonresidential and high-rise residential buildings, the prescriptive values live in Table 140.3-B. The 2025 cycle tightened vertical fenestration U-factors in cooler and inland zones, and the table differentiates by: climate zone (CA has 16), Window-to-Wall Ratio (WWR), orientation, and skylight vs vertical fenestration.
For low-rise residential (single-family and low-rise multifamily), the prescriptive values are in Table 150.1-A. Widely-cited values from the 2025 cycle: Maximum U-factor 0.30 (area-weighted average); Maximum SHGC 0.23 in climate zones where SHGC is regulated (historically CZ 2, 4, 6–15); West-facing fenestration area capped as a percentage of conditioned floor area; 16 sq ft skylight allowance at maximum U-0.55, SHGC-0.30.
Window film satisfies prescriptive requirements when the film + glass system meets the threshold. Because the U-factor and SHGC of glass change when film is applied, the NFRC listing for the specific film + glass combination is what you cite on your compliance documentation.
Path 3 — Performance (whole-building modeling)
When prescriptive doesn't fit — usually because the building is glazing-heavy or has an unusual mechanical system — the performance pathway models the proposed building's annual energy use against a "standard design" building meeting prescriptive criteria. If proposed ≤ standard on time-dependent valuation (TDV) energy, the project complies.
Two software packages are approved for 2025 compliance modeling: CBECC 2025 (CBECC-Com for nonresidential, CBECC-Res for residential) — the CEC's reference engine; and EnergyPro — third-party (EnergySoft) implementing the same compliance ruleset.
The performance approach unlocks design freedom — you can trade better envelope for relaxed mechanical, or vice versa. For window film specifically, it's the path that lets a designer use film to satisfy a glazing-heavy modern facade where prescriptive WWR or SHGC limits would otherwise force complete window replacement.
The retrofit rule that matters most for existing buildings
§141.0 governs alterations to existing nonresidential buildings — including window film retrofits. If you're replacing ≤150 sq ft of total building fenestration or ≤50 sq ft added, prescriptive RSHG/VT requirements are waived. Above 150 sq ft replaced, maximum U-0.58 applies to the replaced units. Film retrofits applied to existing glass typically slot under §141.0's alteration provisions, with the film-plus-glass NFRC rating documenting the new system's performance.
For most commercial film retrofits — say, a 20,000 sq ft office on west and south elevations — §141.0 is the controlling alteration provision, and a properly NFRC-listed film with sufficient SHGC and U-factor reduction will pass.
How NRCC-ENV documentation works
Title 24 compliance documentation lives in the NRCC-ENV family of forms (nonresidential envelope) and the CF1R / CF2R / CF3R triad (residential). For 2025, these are generated through the CEC's Virtual Compliance Assistant (VCA) rather than the older dynamic-PDF system.
The forms most often relevant to a window film project: NRCC-ENV-01-E (Envelope Component Approach — whole-envelope summary for prescriptive nonresidential compliance); NRCC-ENV-02-E (Fenestration Worksheet — window-by-window listing of U-factor, SHGC, VT, overhangs — this is the form your installer's data flows into); NRCA-ENV-02-F (Fenestration Acceptance Testing — post-install verification); NRCI-ENV-xx-E (Installation Certificates).
For residential: CF1R (Certificate of Compliance), CF2R (Installation), CF3R (Verification). Single-family additions ≤1,000 sq ft use the streamlined CEC-CF1R-ADD-01-E.
A qualified installer provides the film's NFRC certification and installation documentation. The project's energy consultant or design team is responsible for filling in the NRCC-ENV forms with that data. We've yet to see a California project where this paperwork went smoothly on the first try without an installer who'd done it before.
California climate zones — why they decide everything
Title 24 requirements vary dramatically by climate zone. California has 16 zones ranging from cool marine north coast (CZ 1, Eureka) to low/hot desert (CZ 15, Palm Springs) to cold mountain (CZ 16, Tahoe Basin). The same building specification can be over-compliant in CZ 3 (mild Bay Area coastal) and non-compliant in CZ 9 (hot inland Los Angeles).
